LUISE NORING has a Ph.D. in Business Economics and years of research and consultancy experience with city development, including institutional and finance solutions for inclusive economic growth. Since 2016, Noring is the Research Director of the Sustainable Urbanisation Team at Copenhagen Business School. CITY FACILITATORS was established in 2016 as an intermediator between research and practice working on public sector process innovation and private sector economic innovation – both with the aim of fostering inclusive economic growth.
As a doctorate in business economist, Luise Noring specialises in urban governance and finance. Much of this work is captured in City Solutions series addressing how to spur inclusive economic growth of deindustrialized and depopulated urban areas, finance infrastructure investments, enable novel affordable and social housing models, and accumulate political and fiscal powers of municipalities, to name but a few.
The City Solutions series has evolved over years of research focused on capturing and codifying unique institutional forms and finance mechanisms. In this way, the City Solutions hold high levels of institutional innovation, experimentation and adaptive learning, all of which enable skipping ahead of the learning curve for cities willing to adopt and adapt the tried and tested City Solutions. The goal of the City Solutions is to bring depth and specificity to the analysis of institutional solutions distilling enabling features and financial mechanisms to enable large-scale adoption and adaptation.
Noring is an Assistant Professor and Research Director heading a team of researchers and project coordinators at Copenhagen Business School in Denmark. During 2014-15, Noring worked as an EU commissioned policy expert advising on sustainable urbanization, renaturing cities, and nature-based solutions. Since 2016, Noring’s company, City Facilitators, has provided specialist advice and guidance on urban growth, business development and urban finance mechanisms to predominately European and U.S. public agencies and private corporations.

Noring was one of 12 experts drafting up policy recommendationsand research proposals for Horizon 2020 with special focus on ‘Nature-Based Solutions and Renaturing Cities’. The policy recommendations were presented to and accepted by the European Parliament in 2015.
